The minutes of the meetings of the committee held on 06 July 2023 were agreed as a correct record and signed by the Chairman.

The Chairman reminded Members the application was before the Committee as Mid Sussex District Council are the landowners and the application lies within a conservation area.

 

Nick Rogers, Head of Development Management introduced the report which sought the permission for works associated with the installation of a new rainwater harvesting system at Lindfield Cricket Club on Lindfield Common. He drew Members attention to the Agenda Update sheet, noting that a fourth condition had been included to reduce the water tank size. The application seeks to install 6 No. pop up irrigation system within the existing cricket square supplied by a rainwater harvesting system behind the existing cricket pavilion including a timber fence to secure it. There would be minimal visual and conservation impact to the surrounding area and residents. He noted it was an effective and efficient use of rainwater which did not rely on the main water supply to maintain the cricket pitch. 

 

A Member sought clarification on whether hosepipe bans are applicable to cricket pitches. The Chairman advised they are not.

 

A Member raised concerns regarding the potential risk of Legionella disease and suggested a further condition be included to mitigate the risk. The Chairman advised Legionella disease only affects hot water supply, not cold water supply and that a fully enclosed tank system would be installed. The Head of Development Management reminded the Committee the Environmental Health team would deal with such issues. The District Council as landowner would also have their own processes in place to monitor and protect against any potential risks as necessary. It was not a material planning consideration.

 

As there were no further questions, the Chairman took Members to the recommendation, proposed by the Vice Chairman, Councillor Sweatman and seconded by Councillor Hitchcock. This was approved with 9 in favour and 1 against.

Planning permission was approved subject to the conditions listed at Appendix A and as refenced on the Agenda Update Sheet.
