Roll Call and Virtual Meeting Explanation.

Minutes:

The Chairman welcomed everyone to the meeting and took a roll call of Members present. Tom Clark, Solicitor to the Council provided a virtual meeting explanation.

Minutes:

The minutes of the meeting of the Cabinet Grants Panel, held on 28 June 2021 were approved as a correct record and electronically signed by the Chairman.

Release of S106 Developer Contributions for the Burgess Hill Place and Connectivity Programme. pdf icon PDF 188 KB

Minutes:

Nathan Spilsted, Strategic Development Manager, introduced the report seeking approval to release committed Section 106 (S106) developer contributions to Mid Sussex District Council to facilitate the delivery of agreed projects within the Burgess Hill Place and Connectivity Programme. The Burgess Hill Place and Connectivity Programme is a coordinated investment package of public realm, connectivity and sustainable transport infrastructure improvements. It is part of and supports the Burgess Hill Growth Programme.

 

He noted that the £0.515m recommended to be released is part of the committed match funding towards the Place and Connectivity Programme, which is outlined in paragraph 4 of the report. Much of the funding was agreed by the Cabinet Grants Panel in June 2019 to be transferred to West Sussex County Council (WSCC), but the transfer was not made as the funding was not needed at the time by WSCC. However, the funding is now required for phase 1 Mid Sussex District Council projects within the Programme.  The agreements that are subject to the release are set out in tables A-C of the report.

 

A Member noted that it is excellent scheme and is a continuation of a huge and very welcome investment into Burgess Hill. He noted that local residents have already been impressed with the paths and cycleways completed so far as part of the connectivity work.

 

The Chairman agreed and commended the Strategic Development Manager for his work in co-ordinating the programme and working in partnership with West Sussex County Council Highways Department and other groups to deliver one of the largest such project in the South East. He noted that the Council has been working hard for the residents of Burgess Hill to deliver on a wide range of programmes that have been years in the planning. He expressed thanks to Coast to Capital Local Enterprise Partnership for their approved allocation of £10.92m which has assisted with the facilitation of this project and to Homes England for their crucial involvement in the Northern Arc Development. He also expressed thanks to all the Officers and partners who have contributed to this piece of work.

 

The Chairman took the Panel to vote on the recommendation which was agreed unanimously.

 

RESOLVED

 

The Cabinet Grants Panel agreed:

 

That £403.2k Local Community Infrastructure contributions; and £112.4k Formal Sports/ Miscellaneous contributions (towards the Green Circle) arising from developments listed in Tables A-C of the report, totalling £515.6k be released to Mid Sussex District Council to fund these projects.

 

 

 

In closing the meeting, the Chairman noted that the Solicitor Franca Currall would shortly be leaving the Council and in her absence today he thanked her for her service and legal and practical advice to this Panel over many years.
