The Minutes of the meeting held on 3 November 2021 were agreed as a correct record by those Members who were present at the meeting and signed by the Chairman.

Proposed Landlords Consent – Licence to Alter – Exterior furniture, lighting, signage and exterior decoration at Beech Hurst Gardens Restaurant Complex – Harvester.

The Head of Regulatory Services introduced the report noting that it relates to the restaurant on site. One recommendation relates to improvements of the outside area and the other is regarding a rent concession for the period in which the restaurant had to be closed.  It was confirmed that the restaurant has paid the remaining three quarters of the rent.

 

A Member raised concern over the placement of exterior patio gas or electric heating and the impact of green-house gas emission, suggesting that the Trustees seek further clarification on how this fits with the Councils sustainability agenda.

 

A Member proposed that infrared quartz heating would be more efficient in this location and across all venues in the District. The Head of Regulatory Services confirmed that Officers will highlight this suggestion to operators at the restaurant.

 

The Chairman took the Trustees to the recommendations which were agreed by a clear majority.

 

RESOLVED

 

The Charity Trustees:

 

1. Granted Consent to Alter the external seating area, signage and redecoration

2. Noted that it has been agreed to Grant a rent concession equal to one quarter of the annual rent for the Lockdown period.
